William “Bill” Albert Victor, 82, passed away peacefully at his home in Kent, Washington, on December 2, 2025.
Bill was born on July 15, 1943, in Coeur D’Alene, Idaho, to Neil (Vic) and Mary Edna (Eddie) Victor. He was preceded in death by his parents, his brothers Gerry and Ed, and his nephew Ardell.
He is survived by his wife of 60 years, Ellyn; his son Eugene (Terry) of Federal Way, Washington; his daughter Allisa (Ricky) of Meridian, Idaho; granddaughter Emily (Steven); grandsons Peyton (Tia), Zachary (Corinne), and Treyton; as well as two nieces and two nephews. Bill married Ellyn Rittenhouse on February 17, 1965, in Pullman, Washington, beginning a lifelong partnership filled with love and adventure.
A 1961 graduate of Garfield High School in Garfield, WA, Bill attended Washington State University before entering National Guard training, where he pursued parachute training and became a Green Beret. After an injury led to his honorable discharge, he began a career with Davis Brother Pharmaceutical Company in Denver, later transferring to Northwest Wyoming putting 70,000 miles on a car in a year. Tired of constantly traveling, in 1972, Bill returned to Pullman to complete his degree in Recreation and Park Administration at WSU in 1977.
While going to college, he worked at Pullman tractor in the shop as a mechanic. Upon graduation, he was hired as a district executive of the Boy Scouts of America for the Blue Mountain Council in the Tri-Cities area in Washington. Then was promoted as a Senior District Executive for the Chief Seattle Council in the Des Moines, WA area until 1985. Since then, he has ventured into several management positions in retail. Bill also proudly owned and operated Pop Pop’s Popcorn, delivering his product to local tire stores Unfortunately, had an accident (fell from a ladder) shattering his pelvis, which forced him to retire.
Retirement allowed Bill to enjoy spending time doing the things he loved. He spent time at the family cabin in Coeur D’Alene, ID fishing and water skiing; back home, he spent his time helping out with Knights of Columbus fish frys and working Seahawks games; playing golf; traveling the US; observing his son, daughter, granddaughter and son-in-law coach and watching his grandchildren participate in all of their many sporting events. He kept busy at home feeding the birds and hummingbirds and constantly doing puzzles from the newspapers.
Throughout his life, Bill was active as a 4th Degree Knight of Columbus, a Wood Badge Owl and active in the Elks, Rotary, and the WSU Cougar Club.
Bill will be remembered for his generosity, his willingness to lend a hand whether needed or not, and his zest for life. He will be deeply missed by all who knew him. Bill will be cremated, and a service will be held in the Spring at the Garfield, WA cemetery. In lieu of flowers, donations may be made to Boy Scouts of America - Pacific Harbors Council or Theta Xi – Wazzu Chapter.
